Statement of the China National Textile and Apparel Council
Recently, some international brands and organizations have excluded Xinjiang cotton and its products from their business activities based on lies and false information, causing great outrage among Chinese society, the textile industry, and consumers. In response, the China National Textile and Apparel Council states the following:
1. The China National Textile and Apparel Council supports the relevant positions of the Ministry of Foreign Affairs and the Ministry of Commerce of China, opposing the stigmatization of Xinjiang cotton. We firmly oppose the actions of certain international brands and organizations that exclude Xinjiang cotton and its products from their supply chains and daily operations based on lies and false information. In March and August 2020, the China National Textile and Apparel Council issued solemn statements regarding the U.S. 'Xinjiang-related' legislation and the U.S. 'Xinjiang Supply Chain Business Advisory.'
2. Xinjiang cotton is recognized globally as a high-quality natural fiber raw material, which well meets the rigid consumer demand for cotton textile products and clothing worldwide. It is an important raw material guarantee for the healthy and sustainable development of China's textile industry. In recent years, not only has cotton planting and production in Xinjiang remained stable, but the cotton textile and clothing industry has also developed rapidly, playing an important role in promoting regional economic development, solving employment for various ethnic groups, and improving people's livelihoods. In 2020, Xinjiang's cotton production reached 5.2 million tons, accounting for about 87% of the domestic production. By the end of 2019, there were 808 cotton processing enterprises in Xinjiang, accounting for 84% of the national total, with a spinning spindle scale of 19.91 million spindles, about 16% of the total number of spindles in the country.
3. The China National Textile and Apparel Council emphasizes that the so-called 'forced labor' in Xinjiang, China, is completely unfounded, a total lie, and a political maneuver. In January of this year, the Xinjiang Textile Industry Association released a detailed and objective 'Social Responsibility Report of the Xinjiang Cotton Textile Industry.' We suggest that all relevant stakeholders refer to the content and viewpoints of the 'Report,' respect the values based on facts, and reject false information stemming from political maneuvers.
4. The China National Textile and Apparel Council calls on relevant international brands and organizations to face the serious stance of Chinese enterprises and consumers, take corrective measures, and stop the erroneous behavior of excluding Xinjiang cotton and its products from their supply chains. Such erroneous behavior harms the legitimate rights and interests of cotton growers and textile and clothing industry workers in Xinjiang to earn a living and improve their living standards, and it is suspected of infringing on human rights in Xinjiang under the guise of so-called 'supply chain compliance.'
5. The China National Textile and Apparel Council welcomes international brands and organizations to visit Xinjiang cotton-producing areas and textile and clothing factories to independently understand and judge the relevant facts. We are willing to provide convenience and assistance for such visits. At the same time, we are willing to provide active support for international brands to carry out trade and investment cooperation with Xinjiang cotton and the textile industry.
6. China has the world's largest and most complete and independent textile and clothing industry, with obvious international competitive advantages, and has also established a global market for textile and clothing intermediate products and retail. Over the past few decades, the development of China's textile industry has formed a mutually beneficial supply chain cooperation relationship with many international brands and buyers. At the same time, the vast Chinese consumer market is also open to international brands. The China National Textile and Apparel Council supports the position of the Ministry of Commerce of China: we always welcome and support multinational enterprises' normal business activities and efforts to build industrial and supply chains in China. We call on international brands to respect the legitimate rights and interests of the Chinese textile industry and the free choices of over a billion Chinese consumers, avoid politicizing commercial issues, and avoid becoming victims of certain anti-China forces.
